Mining in Brazil: Actors, Practices, and Recent Trends in Regulation
Brazil is one of the top mining countries in the world, figuring on the lists of biggest producers of minerals such as bauxite and iron ore. As of 2014, the sector was responsible for about 4% of Brazilian GDP and 23.5% of exports. Knowing the actors and the norms that regulate the sector is essential for understanding the trends in its regulation in a broader context. In this talk – part of a project that seeks to comprehend the regulatory trends in natural resources at a global level – I will discuss two questions: (1) How is mining regulated in Brazil?; and (2) By what means do different groups seek to influence the sector’s practices? For this purpose, I will examine, initially, the relevant regulation and the players involved in the sector. Then, I will discuss how each group is seeking to influence the making of rules in relation to the new Mining Code Project proposed in 2011 and currently under discussion in the National Congress.
Italo Alves is a law student at the Pontifical Catholic University of Rio Grande do Sul (PUCRS), in Brazil. He is at Carleton as a recipient of a MITACS Globalink Research Internship Grant.
