Based on long experience as a diplomat, the former Austrian Ambassador to Canada will discuss the state of relations between Europe, the US, and Russia in light of the Ukraine crisis. He will place current developments in historical perspective, considering the post-Cold War increase in Western power and influence, while Russia lost much of what it had gained during the previous 300 years. Dr. Ettmayer will explore the shift in power implied by the crisis and consider factors underlying EU responses.
