David Mueller has been a Canadian federal civil servant since 1989, during which time he has undertaken research and worked on a variety of international, development and foreign policy issues.
David spent a year at Kandahar Provincial Reconstruction Team (2010-2011) as the Deputy Director for Programming, and two years as a Senior Field Representative at the Canadian Embassy in Juba, South Sudan (2015-2017). During this time, he was involved in the evacuation and temporary closure of the Embassy (July 2016 – March 2017). While in South Sudan, he travelled to numerous locations (Akobo, Northern Bahr el Ghazal, Rumbek, Bentiu, Torit) and frequently visited the Protection of Civilians (POC) site in Juba, which houses 40,000 Nuer displaced persons.
David is currently the Deputy Director responsible for the Americas, Europe and Thematic Issues within GAC’s Peace and Stabilization Operations Program (PSOPs).
He is a graduate of NPSIA (1989) in the Conflict Analysis Stream, where he completed a Thesis on Willy Brandt’s Ostpolitik and intra-German relations in the context of regime theory, and has a Bachelor of Arts (Honours) in Political Science from Dalhousie University.
