Carol McQueen is currently Director General for Settlement and Integration Policy at the Department of Immigration, Refugees and Citizenship Canada, where she previously served as DG for Resettlement and Asylum Strategic Operations (2021-2024). She joined Global Affairs Canada in 2005, and most recently served as Canada’s Ambassador to Tunisia (2015-2019) and then to Burkina Faso and Benin (2019-2021). Previously with Global Affairs, she was Director of the Gulf States Relations Division (2013-15), Political Counsellor in Tanzania (2010 -2013), Deputy Director in the Democracy and Governance Division (2008-2010), a Senior Policy Analyst on the protection of civilians in armed conflict (2007-2008), and a policy analyst within the Stabilization and Reconstruction Task Force (2005-2007). Before joining Canada’s Public Service, she worked as a Political Affairs officer with the UN Peacekeeping Mission in the Democratic Republic of Congo from 2002-2005. Ms. McQueen is a Rhodes Scholar, holds a D.Phil. in International Relations from Oxford University and is the author of Humanitarian Intervention and Safety Zones: Iraq, Bosnia and Rwanda (Palgrave / Macmillan, 2006).
