The objective of this study is to analyze and discuss current efforts to build a National Innovation System (NIS) in Angola. The goals of the NIS are to alleviate some of Angola’s principal problems (e.g., extreme poverty and a lack of infrastructure) and to put the country on a path to socioeconomic development.

My case study of the Angolan NIS relies on interviews with the group of Angolan experts who drafted Angola’s National Policy on Science, Technology and Innovation. I have augmented those interviews with a survey of a number of companies in Luanda and a quantitative analysis of country-level statistics.

The results of the study suggest that culture, education and infrastructure play a key role in building up an effective NIS.

Prof. Eurico Josué Ngunga is Assistant Professor at Agostinho Neto University in Angola, and currently Visiting Fellow for the Institute of African Studies at Carleton University. Prof. Ngunga is originally from Angola, but for the past 20 years he has lived in Brazil, where he is currently a faculty member at the Federal University of Minas Gerais. While with IAS, he will be pursuing his doctoral thesis research on “Science, Technology and Innovation: The Case of Systematization of Innovation in Angola and its Challenges.”
